Editor's Note

With its arrangement of masses, the building resembles the Ministry of Public Works building that faces the same avenue. It consists of two four-storey blocks set perpendicular to the avenue, a single-storey central block at the main entrance, and two horizontal masses of a ground floor plus two storeys that connect them. In the side blocks the rooms are laid out along corridors, while in the mass containing the main entrance they are arranged around a central hall. The central block stands out, both inside and out, for its use of materials different from those of the other block.
